I've seen lots of these stories where the brilliant, benevolent dictator plays his (always his) men (always men) like chess pieces, and he always is cognizant of the outcome.
H. Beam Piper wrote a story in that vein that I actually enjoyed (but then, he's H. Beam Piper). Everyone else's has been tripe.
