You must be missing a few issues. I can recall Garrett showing up a couple of times in recent years. I was quite amused by his Gilbert and Sullivan parody "I've Got a Little List," which makes gentle fun of SF writers. (November 1953 issue)
As far as Silverberg goes, I liked his story "Warm Man" in the May 1957 issue. If he just learns to slow down and not be such a one-man writing machine, I think he could turn out to be a very good writer indeed.
